It is recommended that the Ad -Hoc Committee be limited to no more that nine participants, with a quorum of five required to make evaluations. Membership in the Committee in excess of this number may impose certain procedural complications that would require additional time to be appended to the contract. It is also recommended that rules for the conduct of the Committee (e.g., definition of a quorum) be established at or before the training meeting by the City in conjunction with the consultant and the Committee.
