The selection committee evaluated the firms based on the following factors as outlined in the request for proposals: 1. the proposal's responsiveness in clearly stating the understanding of the work to be performed; 2. the firm's technical experience; 3. the audit team's experience and professional activities; 4. the firm's size and structure; 5. the anticipated support requirements of City staff showing personnel class and hours expected; and 6. audit fee. Based on an evaluation using all of the factors outlined above, the selection committee determined that KPMG Peat Marwick presented the lowest and best proposal, with total scores as follows: KPMG Peat Marwick 96.33 Deloitte & Touche 93.00 Ernst & Young/Macias 91.67 Moreland & Associates 87.33 Conrad & Associates 83.00 Coopers & Lybrand 81.33 RJ Miranda 65.67 KPMG Peat Marwick has had extensive experience in governmental auditing, accounting, and financial reporting. Local government clients in Southern California have included, amongst others, the City of Anaheim, City of Burbank, City of Glendale, City of Huntington Beach, City of Long Beach, City of Newport Beach, City of Orange, City of Pasadena, City of Riverside, City of San Diego, City of Santa Monica, City of Westminster, and County of Orange. At a national level, Peat Marwick has audited 360 of the largest 50 cities in the United States.
