Award of Contract to KPMG Peat <br />Marwick for Comprehensive <br />Financial Audit Services <br />May 16, 1994 <br />Page 2. <br />A three -member City selection committee reviewed the proposals <br />submitted, and conducted oral interviews with audit team members from <br />each of the respective firms. The selection committee evaluated the <br />firms based on the following factors as outlined in the request for <br />proposals: <br />1. the proposal's responsiveness in clearly stating the <br />understanding of the work to be performed; <br />2. the firm's technical experience; <br />3. the audit team's experience and professional activities; <br />4. the firm's size and structure; <br />5. the anticipated support requirements of City staff showing <br />personnel class and hours expected; and <br />6. audit fee. <br />Based on an evaluation using all of the factors outlined above, the <br />selection committee determined that KPMG Peat Marwick presented the <br />lowest and best proposal, with total scores as follows: <br />KPMG Peat Marwick <br />96.33 <br />Deloitte & Touche <br />93.00 <br />Ernst & Young/Macias <br />91.67 <br />Moreland & Associates <br />87.33 <br />Conrad & Associates <br />83.00 <br />Coopers & Lybrand <br />81.33 <br />RJ Miranda <br />65.67 <br />KPMG Peat Marwick has had extensive experience in governmental auditing, <br />accounting, and financial reporting. Local government clients in <br />Southern California have included, amongst others, the City of Anaheim, <br />City of Burbank, City of Glendale, City of Huntington Beach, City of <br />Long Beach, City of Newport Beach, City of Orange, City of Pasadena, <br />City of Riverside, City of San Diego, City of Santa Monica, City of <br />Westminster, and County of Orange. At a national level, Peat Marwick <br />has audited 360 of the largest 50 cities in the United States. <br />While RJ Miranda & Company submitted the lowest total fees for the audit <br />engagement, the selection committee determined that they were not the <br />"lowest and best" for the following reasons: <br />126 <br />
