handicap play area (including play apparatus), passive areas, walk- <br />ways, parking facilities, security lighting, drinking fountains, <br />etc., along the north side of the Park. <br />CITY shall prepare the master plan in coordination with <br />the KIWANIS. <br />CITY shall aggressively seek out and apply for grant <br />funding or other funding sources for handicap type facilities. <br />CITY shall retain a consultant to prepare construction <br />documents when funding becomes available for the project and iden- <br />tify areas or items in the plan that will be donated by the KIWANIS. <br />CITY shall coordinate the bidding process and construction <br />of the handicap facility. <br />CITY shall maintain the park and facilities constructed in <br />Thornton Park. <br />II. KIWANIS RESPONSIBILITY <br />KIWANIS shall coordinate fund raising events and seek con- <br />tributions for the development of the handicap facility. All fund <br />raising events held in the City's public areas such as park proper- <br />ties or streets, shall be through the City's normal permit process. <br />All applications for permits for use of public property shall be the <br />KIWANIS' responsibility. <br />KIWANIS shall provide assistance in promoting the develop- <br />ment of the handicap facility. <br />KIWANIS may install and maintain a plaque adjacent to the <br />handicap facility identifying the major funding sources and contrib- <br />utors to the project. <br />III.
