ta <br />www.FinanceDTA.com <br />SECTION I <br />DESCRIPTION OF RELATED <br />BRISTOL SPECIFIC PLAN <br />DESCRIPTION OF RELATED BRISTOL SPECIFIC PLAN <br />DTA has been engaged to conduct a Community Benefits Analysis ("CBA") for the Related <br />Bristol Specific Plan project (the "Project") located in the City of Santa Ana (the "City"), <br />California, on behalf of EPD Solutions, Inc. (the "Client"). The intent of the CBA Report is to <br />summarize the community benefits that accrue to the City from the completion of the <br />Project. Community benefits traditionally fall into eight categories: <br />1. Benefits that improve the quality of life in the community; <br />2. Benefits that expand economic opportunities; <br />3. Improvements that provide jobs for local residents; <br />4. Improvements that provide amenities for the public at large; <br />5. Benefits that make public spaces more attractive; <br />6. Benefits that implement City policies; <br />7. Benefits that can be accessed by local neighbors; and <br />8. Provisions to advance the public good. <br />The Related Bristol Specific Plan ('Specific Plan") is an urban village concept bringing <br />together residential and retail development in one location on a sizeable scale. The City <br />Figure 1: Location Map and RCR Bristol, LLC (the "Developer") anticipate that <br />the Specific Plan will transform the City's economy <br />with the development of up to 3,750 dwelling units and <br />350,000 square feet ("SF") of retail development, a <br />250-room hotel, and a 200-bed congregate care <br />facility. These improvements are anticipated to <br />encourage additional investment in the local <br />marketplace, enhance the civic life of the Bristol Street <br />Corridor with public space coordinated with the Arts <br />District to the East, improve the economic health of <br />new and existing residents, provide opportunities for <br />both local retail shops and upscale regional retail uses <br />similar to South Coast Plaza, and create new jobs and <br />generate Transient Occupancy Tax ("TOT") revenues <br />through the construction of a 250-unit upscale hotel <br />y;, d that will target tourists from outside the immediate <br />area. <br />The Project site is identified in the City's General Plan Land Use Element as being located in <br />District Center 5 (DC-5) within the South Bristol Street Focus Area. The Specific Plan area is <br />located north of Interstate 405 (the San Diego Freeway), west of State Route 55 (the Orange <br />Freeway), north of Sunflower Avenue, and west of South Bristol Street adjacent to the <br />boundary between the Cities of Santa Ana and Costa Mesa, which runs through the <br />centerline of Sunflower Avenue. <br />Related Bristol at 3600 South Bristol Street September 27, 2023 <br />Community Benefits Analysis Report 1 <br />Exhibit 10 1 <br />
