APPENDIX B <br />ta <br />www.FinanceDTA.com <br />SCAQMD POLICIES: CITY GENERAL <br />PLAN <br />Policy 4.9 Air Pollution Mitigation. Consider land use, building, site planning, and <br />technology solutions to mitigate exposure to transportation related air pollution. <br />Policy 5.4 Green Streets. Leverage opportunities along streets and public rights -of -way <br />to improve water quality through use of landscaping, permeable pavement, and other best <br />management practices. <br />Policy 5.6 Clean Fuels and Vehicles. Encourage the use of alternative fuel vehicles and <br />mobility technologies through the installation of supporting infrastructure. <br />B Community Element <br />Policy 3.2 Healthy Neighborhoods. Continue to support the creation of healthy <br />neighborhoods by addressing public safety, land use conflicts, hazardous soil <br />contamination, incompatible uses, and maintaining building code standards. <br />Policy 3.4 Safe Mobility. Promote the overall safety of multi -modal streets by developing <br />local and regional programs that educate and inform motorists of non -motorized roadway <br />users. <br />Policy 3.7 Active Lifestyles. Support programs that promote sports, fitness, walking, <br />biking and active lifestyles. <br />C Conservation Element <br />Policy 1.1 Regional Planning Efforts. Coordinate air quality planning efforts with local <br />and regional agencies to meet State and Federal ambient air quality standards in order to <br />protect all residents from the health effects of air pollution. <br />Policy 1.3 Education. Promote efforts to educate businesses and the general public <br />about air quality standards, reducing the urban heat island effect, health effects from poor <br />air quality and extreme heat, and best practices they can make to improve air quality and <br />reduce greenhouse gas emissions. <br />Policy 1.4 Development Standards. Support new development that meets or exceeds <br />standards for energy -efficient building design and site planning. <br />Policy 1.5 Sensitive Receptor Decisions. Consider potential impacts of stationary and <br />non -stationary emission sources on existing and proposed sensitive uses and opportunities <br />to minimize health and safety risks. Develop and adopt new regulations on the siting of <br />facilities that might significantly increase pollution near sensitive receptors within <br />environmental justice area boundaries. <br />Policy 1.6 New and Infill Residential Development. Promote development that is <br />mixed -use, pedestrian -friendly, transit -oriented, and clustered around activity centers. <br />Policy 1.7 Housing and Employment Opportunities.
