P. Recreation <br />The cumulative area of recreation impacts for the proposed Project includes the City of Santa Ana. <br />The City currently has approximately 1.2 acres of public park and/or recreational space per every <br />1,000 residents which is below the City's GPU policy parkland standard of 3 acres of parkland <br />per 1,000 residents. Based on 3 acres of public park and/or recreational space per 1,000 <br />residents, buildout of the proposed Project results in a need for approximately 27.7 acres of <br />parkland to serve the 9,238 new residents of the Project site. The 1 3.1-acres of public parks <br />provided onsite would be approximately 14.6 acres less than the 27.7 acres of public parkland <br />required, and the overall provision of 17.21 acres of common or private open space would be <br />10.49 acres less than the City's parkland standard. Therefore, the proposed Project would <br />exacerbate the existing citywide parkland deficiency. Although the proposed Project and <br />cumulative projects would be required to provide park and recreational facilities and/'or pay in - <br />lieu fees as required by the municipal code, there is a lack of available land to develop new parks <br />or expand existing facilities and the proposed Project's impacts related to the amount of parkland <br />within the City would be cumulatively considerable and cumulative impacts related to parks and <br />recreational facilities would be significant. (Draft Supplemental EIR at pp. 5.1 2-8 through 5.1 2-9.) <br />Q. Transportation <br />The cumulative traffic study area for the proposed Project includes the City of Santa Ana and the <br />information utilized in this cumulative analysis is based on the potential to combine with impacts <br />from projects in the vicinity of the proposed Project, and projections contained within the Santa Ana <br />GPU and Orange County Transportation Analysis Model (OCTAM). <br />Circulation System <br />The proposed Project would connect to the existing circulation system and implement the City's <br />traffic engineering design standards. In addition, the proposed Project would provide new facilities <br />to enhance the use of public transit, pedestrian, and bicycle mobility; and would not conflict with a <br />plan, ordinance, or policy addressing circulation. Because the proposed Project would enhance <br />facilities consistent with existing plans, it would not result in a cumulatively considerable impact. In <br />addition, cumulative development in the City and surrounding jurisdictions would be subject to site - <br />specific reviews, including reviews of sidewalk, bike lane, and bus stop designs that would not allow <br />potential cumulatively considerable impacts related to alternative transportation. Therefore, the <br />proposed Project would not cumulatively combine with other projects to result in impacts. <br />Vehicle Miles Traveled <br />The cumulative traffic study area for the proposed Project includes the City of Santa Ana. Pursuant <br />to the City's Traffic Impact Study Guidelines, a cumulative impact could occur if the proposed Project <br />has the potential to increase the average VMT per service population of the City and is based on <br />the projections provided in the City's GPU and GPU FEIR. The Project site is located within a SCAG <br />High Quality Transit Area and a Transit Priority Area, adjacent to seven OCTA bus stops, including <br />a high quality bus stop for OCTA Route 57. Based on City, OPR, and CEQA Guidelines screening <br />criteria, the proposed Project would not result in increasing the average VMT per service population <br />of the City. Therefore, VMT impacts from the proposed Project would not be cumulatively <br />considerable. In addition, as detailed previously, the proposed Project would implement a mix of <br />complementary onsite uses that would reduce the need for traveling outside of the Project site and <br />would implement a multi -modal circulation system of sidewalks, bicycle lanes, and transit that is <br />
