MOTION: Councilmember Lopez moved to continue discussion to a later <br />date, seconded by Councilmember Hernandez. <br />Motion was withdrawn as Mayor Amezcua agreed to allow continued discussion. <br />Councilmember Lopez expressed concern regarding Prop 36. <br />Councilmember Penaloza spoke regarding agencies that have supported Prop. 36, <br />MOTION: Councilmember Penaloza moved to approve the recommended <br />action for Item No. 21, seconded by Mayor Amezcua. <br />The motion carried, 4-3, by the following roll call vote: <br />AYES: <br />COUNCILMEMBER BACERRA, COUNCILMEMBER <br />PENALOZA, MAYOR PRO TEM PHAN, MAYOR AMEZCUA <br />NOES: <br />COUNCILMEMBER HERNANDEZ, COUNCILMEMBER <br />LOPEZ, COUNCILMEMBER VAZQUEZ <br />ABSTAIN: <br />NONE <br />ABSENT: <br />NONE <br />Status: 4 -- 3 <br />— Pass <br />**END OF BUSINESS CALENDAR** <br />PUBLIC COMMENTS.— Public comments will be held during the beginning of the meeting <br />for ALL comments on agenda and non -agenda items. <br />MINUTES: City Clerk Jennifer L. Hall reported out the summary of email comments <br />received: nine (9) non -agenda comments, two (2) Item No. 10, one (1) Item No. 12, and <br />one (1) Item No. 19. <br />The following speakers addressed City Council in -person: <br />1. Dale Helvig thanked the Parks, Recreation, and Community Services Agency for the <br />installation of lighting at Santiago Park and requested the Council approve Agenda <br />Item No. 15. <br />2. Mike Tardif expressed concern regarding the Transit Zoning Code related to SD 84, <br />3. Bob Adams spoke regarding Adams Iron and expressed concern regarding the <br />Transit Zoning Code related to SD 84. <br />4.
