Preparation of a "tool -kit' that supports City staff in the review process of existing and proposed car <br />washes to lessen noise levels at sensitive receptors. This tool -kit should provide, at a minimum: <br />• Standard noise measurement and reporting protocols. <br />• Best practices for noise mitigation, including components such as construction materials, site <br />orientation, and operational adjustments. <br />• Recommendations for incorporating noise reduction technologies for both new and existing car <br />washes. <br />Scope of Work <br />A. Noise Study Details <br />• Proximity to sensitive land uses and other car washes. <br />• Type of construction and orientation of the site. <br />• Location of operating equipment and hours of operation in both existing and proposed car <br />washes. <br />• Comparative analysis of noise levels between old and new car washes. <br />• For this task, Rincon will conduct up to 16 short-term (5 to 15 minute) noise measurements in <br />coordination with the City. <br />B. Noise Mitigation Strategies <br />• Existing Conditions and Regulatory Framework: Highlight tools that planners can use to lessen <br />noise pollution related to proposed changes in existing or nonconforming car washes. <br />• Regulatory Guidelines for Proposed Car Washes: Include tools and guidelines that determine: <br />o Minimum distances between existing and proposed car washes. <br />o Minimum distances from sensitive land uses. <br />o Consideration of new noise reduction technologies. <br />o Community impact assessment protocols. <br />o Comprehensive Site Design (e.g., addition of landscaping, block walls, building orientation, <br />etc.) <br />C. Guidelines Composition <br />• Develop comprehensive guidelines to support City staff in minimizing noise and vibration <br />impacts, ensuring consistency with current regulatory frameworks and best practices. <br />Page 2 <br />
