Evaluation of Environmental Impacts <br />Page 32 PlaceWorks <br />The GP EIR Mitigation Measure GHG-1 is reproduced below. Modifications to the GP EIR Mitigation <br />Measures associated with the recirculation of the GP EIR are represented in underline for additions and <br />strikeout for deletions. <br />GHG-1 The City of Santa Ana shall update the Climate Action Plan (CAP) every five years to ensure <br />the City is monitoring the plan’s progress toward achieving the City’s greenhouse gas (GHG) <br />reduction target and to require amendment if the plan is not achieving the specified level. The <br />update shall consider a trajectory consistent with the GHG emissions reduction goal <br />established under Executive Order S-03-05 for year 2050 and the latest applicable statewide <br />legislative GHG emission reduction that may be in effect at the time of the CAP update (e.g., <br />Senate Bill 32 for year 2030). The CAP update shall include the following: <br /> GHG inventories of existing and forecast year GHG levels. <br /> Tools and strategies for reducing GHG emissions to ensure a trajectory with the long- <br />term GHG reduction goal of Executive Order S-03-05. <br /> Plan implementation guidance that includes, at minimum, the following components <br />consistent with the proposed CAP: <br /> Administration and Staffing <br /> Finance and Budgeting <br /> Timelines for Measure Implementation <br /> Community Outreach and Education <br /> Monitoring, Reporting, and Adaptive Management <br /> Tracking Tools <br />Furthermore, the following measures will be considered when the City updates the Climate <br />Action Plan: <br /> Measures to protect the most vulnerable populations <br /> Measure to increase carbon sinks <br /> Standards for electric vehicle parking <br /> Standards for construction projects <br />Analysis of the Modified Project <br />The Modified Project would expressly prohibit STRs and only affect existing structures. The Modified Project <br />would not require development, redevelopment, or changes to existing development types in the city. <br />Additionally, the existing conditions related to GHG have not changed since the certification of the GP EIR. <br />GHG emissions due to construction activities would not occur. The operational activities associated with long- <br />term rentals or permanent residences would be consistent with the operational activities analyzed in the GP EIR <br />Exhibit 3 - Environmental Analysis
