Evaluation of Environmental Impacts <br />Page 46 PlaceWorks <br />hazardous conditions, create conflicting uses, or interfere with emergency vehicle access. With implementation <br />of applicable GP policies, the GP EIR determined that impacts would be less than significant (GP EIR p. <br />5.16-35). <br />Analysis of the Modified Project <br />The Modified Project would expressly prohibit STRs and only affect existing structures. The Modified Project <br />would not require development, redevelopment, or changes to existing development types in the city. The <br />Modified Project is not anticipated to result in a conflict with regional or local circulation system planning. The <br />operational traffic associated with long-term rentals or permanent residences would be consistent with the <br />operational traffic analyzed in the GP EIR because buildout of long-term rentals and permanent residences <br />and their impacts to the circulation system had been evaluated under the certified GP EIR. The Modified <br />Project would not change the significance conclusions in the GP EIR. No impacts would occur. The Modified <br />Project would not result in any new or more severe significant impacts than those identified in the GP EIR. <br />GP EIR RRs T-1 and T-2 are not applicable to the Modified Project because the Modified Project is not a <br />development project. The Modified Project would not obstruct the City’s ability to implement applicable GP <br />policies. <br />4.18 TRIBAL CULTURAL RESOURCES <br />According to Appendix G of the CEQA Guidelines, a project would normally have a significant effect on the <br />environment if the project would: <br />TCR-1 Would the project cause a substantial adverse change in the significance of a tribal cultural <br />resource, defined in Public Resources Code Section 21074 as either a site, feature, place, <br />cultural landscape that is geographically defined in terms of the size and scope of the <br />landscape, sacred place, or object with cultural value to a California Native American tribe, <br />and that is: <br />i. Listed or eligible for listing in the California Register of Historical Resources, or in a local <br />register of historical resources as defined in Public Resources Code section 5020.1(k), or <br />ii. A resource determined by the lead agency, in its discretion and supported by substantial <br />evidence, to be significant pursuant to criteria set forth in subdivision (c) of Public <br />Resources Code Section 5024.1. In applying the criteria set forth in subdivision (c) of <br />Public Resource Code Section 5024.1, the lead agency shall consider the significance of <br />the resource to a California Native American tribe. <br />Summary of Impacts in the GP EIR <br />As discussed in Section 5.17, Tribal Cultural Resources, of the GP EIR, the Approved Project could cause <br />substantial adverse change to tribal cultural resources (TCR) that are listed or eligible for listing in the California <br />Register of Historical Resources or in a local register of historical resources, as defined in Public Resources <br />Code Section 5020.1(k).
