Findings <br />As indicated in this Addendum, the impacts of the Modified Project have already been adequately identified <br />and addressed in the GP EIR, and no substantial changes have occurred with respect to the circumstances <br />under which the project is undertaken that would require major revisions to the GP EIR. Impacts beyond those <br />identified in the EIR would not be expected to occur as a result of the Modified Project, which would still be <br />subject to all applicable, previously required mitigation measures from the GP EIR. <br />Based on the record as a whole, there is no substantial evidence that the Modified Project would result in <br />significant environmental impacts not previously studied in the EIR, and accordingly, the project changes would <br />not result in any conditions identified in CEQA Guidelines, Section 15162. Thus, a subsequent EIR is not <br />required for the changes to the project, and the City adopts this Addendum to the City of Santa Ana GP Update <br />EIR in accordance with CEQA Guidelines Section 15164. <br /> <br />Exhibit 3 - Environmental Analysis
