I went out there and saw no reason for them to be locked, so I unlocked them. There is yucky build-up in areas, especially around the bridge. He was not allowing children to play. Called the police because he was yelling at kids and restricting them from using the park as it was intended. I called Tino and he directed me to report it to police dispatch because they could get a hold of after hours Maintenance.
