If the STRs are <br /> replaced by new hotels in the City of Santa Ana,concentrated traffic would be added to roadways and intersections near the new <br /> hotels, potentially resulting in substantially more additional delays. <br /> SUMMARY <br /> Based on the above evaluation, disallowing STRs in the City of Santa Ana is likely to increase regional VMT.
