for residential uses. The Modified Project is not anticipated to result in a substantial increase in GHG emissions, <br />either directly or indirectly, or result in a conflict with an applicable plan, policy, or regulation. The GP EIR <br />analyzed impacts related to GHG emissions from full occupancy of units in the city, assuming full buildout <br />under the General Plan. The Modified Project would not result in any increase in the occupancy levels analyzed <br />in the GP EIR. Further, the Modified Project does not involve construction of any new units that that might <br />lead to in an increase in GHG emissions. The Modified Project would not change the significance conclusions <br />in the GP EIR. No impacts would occur. The Modified Project would not result in any new or more severe <br />significant impacts than those identified in the GP EIR. <br />The GP EIR RRs GHG-1 through GHG-3 and RR GHG-7 are not applicable to the Modified Project because <br />the Modified Project is not a development project. The GP EIR RR GHG-3 is not applicable to the Modified <br />Project because the Modified Project is not a utility project. The GP EIR RRs GHG-4 through GHG-6 are not <br />applicable to the Modified Project because the Modified Project is not a transportation project. The Modified <br />Project would only affect existing structures already developed in adherence with GP policies, and, as described <br />in Section 2.1, the Modified Project is reaffirming existing law within the city. Therefore, the Modified Project <br />would not obstruct the City's ability to implement applicable GP policies. <br />The GP EIR MM GHG-1 is not applicable to the Modified Project because the Modified Project does not <br />include a use that requires the tracking and monitoring of the City's GHG emissions. <br />4.9 HAZARDS AND HAZARDOUS MATERIALS <br />According to Appendix G of the CEQA Guidelines, a project would normally have a significant effect on the <br />environment if the project would: <br />HAZ-1 Create a significant hazard to the public or the environment through the routine transport, <br />use, or disposal of hazardous materials? <br />HAZ-2 Create a significant hazard to the public or the environment through reasonably foreseeable <br />upset and accident conditions involving the release of hazardous materials into the <br />environment? <br />14AZ-3 Emit hazardous emissions or handle hazardous or acutely hazardous materials, substances, or <br />waste within one -quarter mile of an existing or proposed school? <br />HAZ-4 Be located on a site which is included on a list of hazardous materials sites compiled pursuant <br />to Government Code Section 65962.5 and, as a result, would it create a significant hazard to <br />the public or the environment? <br />HAZ-5 For a project located within an airport land use plan or, where such a plan has not been <br />adopted, within two miles of a public airport or public use airport, would the project result in <br />a safety hazard or excessive noise for people residing or working in the project area? <br />HAZ-6 Impair implementation of or physically interfere with an adopted emergency response plan or <br />emergency evacuation plan? <br />Resolution No. 2024-072 <br />Page 43 of 67 <br />
