(9) <br />A. BACKGROUND <br />CITY OF SANTA ANA <br />The City of Santa Ana, California, is rich in culture and pride, the county seat of Orange County, <br />and encompasses an area of approximately 27 square miles. The City of Santa Ana contracts <br />with the Orange County Fire Authority (OCFA) to provide primary response for fire suppression <br />and Emergency Medical Services (EMS). The City also contracts with a private ambulance <br />provider to provide emergency medical transport; the current contractor for ambulance service <br />is Falck dba CARE Ambulance. The City's current EMS billing and collection service provider is <br />Wittman Enterprises, LLC. In addition, the City maintains a paramedic subscription program that <br />is available to residents to help offset the cost of ambulance transport. <br />For more information, please visit https://www.santa-ana.org/ <br />B. OVERVIEW OF PROJECT <br />The City of Santa Ana (City) is seeking proposals from qualified firms and organizations <br />(Proposers) to provide ambulance & paramedic billing and collection services for EMS. The City <br />seeks an experienced and effective Contractor that minimizes City costs, maximizes the use of <br />available technology, provides excellent client and customer service, and performs thorough and <br />complete paramedic billing and cost recovery. The City wishes to create efficiencies and make <br />improvements wherever possible, and take advantage of new technologies. It is the City's intent <br />to maintain all emergency medical and ambulance transportation billing with one institution to <br />maximize systems and minimize administrative costs. <br />The City currently transports approximately 16,000+ patients per year through its third -party <br />ambulance provider. The current payer mix consists of the following: <br />Medicare/Medicare HMO 27.56% <br />Medi-Cal/HMO 31.71 % <br />Commercial Insurance 5.06% <br />Private Pay 35.48% <br />See EXHIBIT I for complete Scope of Services. <br />The term "Vendor", "Proposer", "Firm", "Consultants", and "Contractor" shall refer to any legal <br />entity or entities submitting a proposal in response to this Request for Proposals (RFP). <br />C. TERM OF AGREEMENT <br />The anticipated term of the agreement is for an initial period of three (3) years. The City may, at <br />its discretion, extend the agreement with the same or more limited scope of required services for <br />two (2) additional one (1) year periods, upon mutual agreement contingent upon City Council <br />approval, or City Manager or City Attorney authorization, as appropriate. The total term of the <br />awarded agreement shall not exceed five (5) years. <br />Usage is not guaranteed. Execution of an agreement between the City and successful firm(s) <br />and/or individual(s) does not guarantee work throughout the duration of the contract period. <br />Numerous factors will be evaluated by the City in its delivery of project and assignments, <br />including technical expertise required. <br />City of Santa Ana RFP No. 24-104 Page 3 of 35 <br />
