California State Transportation Agency Transit and Intercity Rail Capital Program <br />December 17, 2024 <br />Page 2 <br />Rail Capital Program (TIRCP) grants. The TIRCP was created by CA Senate Bill 862 to <br />provide grants from the Greenhouse Gas Reduction Fund (GGRF). The GGRF funds <br />transformative capital improvement projects that modernize California's intercity, <br />commuter, and urban rail systems, and bus and ferry transit systems, to significantly <br />reduce emissions of greenhouse gases, vehicle miles traveled, and congestion. The <br />proposed master agreement allows the City to receive reimbursement on several <br />TIRCP-funded projects (Exhibit 1). <br />Additionally, separate program supplement agreements are required to secure those <br />funds and receive reimbursements for specific projects after a master agreement is in <br />place. A resolution is required to authorize the Executive Director of Public Works <br />Agency to execute all program supplement agreements which fall under this master <br />agreement (Exhibit 2). The program supplement agreements define the scope of work <br />and reimbursement limits for each TIRCP-Funded project. The Executive Director of <br />Public Works Agency may only execute program supplement agreements for Capital <br />Improvement Projects approved by the City Council. <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact associated with this action. <br />FISCAL IMPACT <br />There is no fiscal impact associated with this action. <br />EXHIBIT(S) <br />1.
