Agency Name <br />Master Agreement No. 64SantaAnaMA <br />1.13 "Program Supplement Last Expenditure Date" and refers to the last date for <br />Recipient to incur valid Project costs or credits. <br />1.14 "Program Supplement Termination" shall occur when the Recipient's <br />obligations have been fully performed as set forth in Article II, Section 2D and <br />Article III, Section 3(C) (2) or when terminated by convenience as set forth in <br />Article III, Section 3(C) (1). <br />1.15 "Project" shall mean the project identified in Recipient's application. <br />1.16 "Project Closeout Report" shall have the meaning set forth in Article II, Section <br />3B. <br />1.17 "Project Financial Plan" shall have the meaning set forth in Article II, Section <br />2(A) (5) (dL <br />1.18 "Progress Payment Invoice" shall have the meaning set forth in Article II, <br />Section 3A. <br />1.19 "Project Schedule" has the meaning set forth in Article II, Section 2(A) (5) (b). <br />1.20 "Scope of Work" has the meaning set forth in Article II, Section 2(A) (5) (a). <br />1.21 "Secretary" shall mean the Secretary of the California State Transportation <br />Agency (CaISTA). Unless the context otherwise requires, any reference to the <br />Secretary includes CaISTA and its officers and employees. <br />1.22 "State" shall mean the State of California. <br />1.23 "TIRCP Projects" shall mean projects that are selected and funded pursuant <br />to the Transit and Intercity Rail Capital Program. <br />ARTICLE II - TIRCP PROJECTS AND ADMINISTRATION <br />Section 1. TIRCP Projects and Project Management <br />1. TIRCP Projects, pursuant to the Act, are established by CaISTA in <br />accordance with the TIRCP Program Guidelines. Under delegation from CaISTA, <br />the Department will administer the TIRCP Program in accordance with the TIRCP <br />Program Guidelines and best management practices identified in the <br />administration of similar Department grant programs. <br />2. By this reference, TIRCP Program Guidelines are made an express part of <br />this Agreement and shall apply to each TIRCP Program funded Project as may be <br />amended or updated. Recipient will cause its specific TIRCP mandated <br />Resolution to be attached as part of any TIRCP funded Program Supplement as a <br />Revised as of 9/12/2024 Page 7 <br />
