Special Development Areas <br />NAirltmAln Plan <br />Santa Ana's Midtown Plan is a strategic initiative aimed at revitalizing and transforming the <br />Midtown area into a vibrant, mixed -use community that supports residential, commercial, and <br />cultural growth. The plan focuses on enhancing connectivity, creating walkable neighborhoods, <br />and encouraging transit -oriented development around key transportation hubs. By integrating <br />affordable housing, public spaces, and improved infrastructure, the Midtown Plan seeks to <br />balance economic growth with inclusivity and sustainability. It prioritizes the preservation of <br />community character while attracting new investments that align with the City's broader vision for <br />equitable urban development. This initiative is part of Santa Ana's efforts to create dynamic and <br />livable neighborhoods that serve diverse residents and businesses. This area encompasses the <br />northern part of Downtown and acts as a bridge between the South Main Focus Area, Transit <br />Zoning Code, and the West Santa Ana Boulevard Focus Area. <br />Transit Zoning Code <br />Santa Ana's Transit Zoning Code (TZC) is a comprehensive planning framework designed to <br />promote transit -oriented development and sustainable urban growth. Focused on areas near <br />major transportation corridors and hubs, the TZC encourages mixed -use, high -density <br />developments that integrate housing, retail, and employment opportunities. The code prioritizes <br />walkability, bicycle infrastructure, and access to public transit, reducing reliance on cars and <br />supporting environmentally friendly mobility options. It also incorporates affordable housing <br />incentives, such as density bonuses, to ensure equitable development and mitigate displacement <br />risks. By streamlining the development process and fostering a pedestrian -friendly urban <br />environment, the TZC aligns with Santa Ana's vision for a connected, livable, and sustainable <br />city. The TZC is located east of the Downtown and Civic Center and borders the 5 freeway. <br />Metro East Mixed -Use Overlay Zone <br />Santa Ana's Metro East Mixed -Use Overlay Zone (MEMU) is a targeted zoning strategy designed <br />to transform the Metro East area into a dynamic, mixed -use urban environment. This overlay zone <br />encourages the development of high -density residential, commercial, and office spaces within <br />proximity to major transportation routes and employment centers. By fostering a blend of uses, <br />the MEMU zone promotes walkability, reduces traffic congestion, and enhances access to <br />amenities for residents and workers alike. The zone includes incentives for incorporating <br />affordable housing and green building practices, ensuring that growth is both inclusive and <br />sustainable. Through the MEMU, Santa Ana aims to reimagine the Metro East area as a vibrant, <br />interconnected community that supports economic development while addressing housing needs <br />and environmental goals. The MEMU overlay zone border the TZC and the south end of the <br />Grand and 171h Street Focus Area. It then runs east across the 5 freeway. <br />
