4. Evaluation of Environmental Impacts <br />In accordance with CEQA Guidelines Section 15162, the follo-,,ving analysis addresses each of the <br />environmental issues analyzed in the GP EIR as compared to the potential changes in environmental impacts <br />due to the Modified Project. <br />4.1 AESTHETICS <br />According to Appendix G of the CEQA Guidelines, a project would normally have a significant effect on the <br />environment if the project would: <br />AE-1 Have a substantial adverse effect on a scenic vista? <br />AE-2 Substantially damage scenic resources, including, but not limited to, trees, rock outcroppings, <br />and historic buildings within a state scenic highway? <br />AE-3 In non -urbanized areas, substantially degrade the existing visual character or quality of public <br />views of the site and its surroundings (Public views are those that are experienced from <br />publicly accessible vantage point). If the project is in an urbanized area, would the project <br />conflict with applicable zoning and other regulations governing scenic quality? <br />AE-4 Create a new source of substantial light or glare wl-ich would adversely affect day or nighttime <br />views in the area? <br />Summary of Impacts in the GP EIR <br />As discussed in Section 5. L Aesthetics, of the GP EIR, the city is highly urbanized, and views of the city are <br />characterized by an urban landscape. The Approved Project would alter the visual appearance of the existing <br />conditions to a visually denser urban setting and alter Santa Ana's skyline. However, it would not create a <br />substantially adverse impact on scenic vistas nor degrade the city's visual character or quality. Adherence -with <br />existing State and local regulations and the GP policies would ensure that future development in Santa Ana <br />would not degrade the views and visual character of the city and would not conflict with zoning and other <br />regulations that govern scenic quality The GP EIR concluded impacts would be less than significant (GP EIR <br />p. 5.1-30). <br />No state scenic highways, eligible or officially designated, traverse the city nor are located near the city. The <br />GP EIR concluded that no impacts to scenic resources within state scenic highways would occur (GP EIR p. <br />5.1-31). <br />Additionally, the Approved Project will generate new and intensify sources of light and glare.
