Approved Project would not interfere with emergency response, services, and evacuation plans and therefore <br />impacts would be less than significant. <br />The city is not witl-in a fire hazard severity zone ('HSZ), and buildout of the Approved Project will not expose <br />structures and/or residence to wildfire danger; thus, impacts would be less than significant (GP EIR p. 5.8-29- <br />5.8-30). <br />Analysis of the Modified Project <br />The Modified Project would expressly prohibit STRs and only affect existing structures. The Modified Project <br />would not require development, redevelopment, or changes, to existing development types in the city; thus, no <br />new sensitive -receptors would be exposed to hazards or hazardous waste. Additionally, the existing conditions <br />related to hazards and hazardous materials have not changed since the certification of the GP EIR. The <br />Modified Project is not anticipated to result in any physical impacts on the environment. No impacts would <br />occur. The Modified Project would not result in any new or more severe significant impacts than those identified <br />in the GP EIR. <br />GP EIR RR HAZ-1 and RR HAZ-7 are not applicable to the, Modified Project because the Modified Project <br />does not require construction to be implemented. The Modified Project would not obstruct the City's ability <br />to implement applicable GP policies. <br />4.10 HYDROLOGYAND WATER QUALITY <br />According to Appendix G of the CEQA Guidelines, a. project would normally have a significant effect on the <br />environment if the <br />project would: <br />H Y-D - 1 Violate any water quality standards or waste discharge requirements or otherwise substantially <br />degrade surface or ground water quality? <br />HE'D-2 Substantially decrease groundwater supplies or interfere substantially with groundwater <br />recharge such that the project may impede sustainable groundwater management of the basin? <br />U <br />HYD-3 Substantially alter the existing drainage pattern of the site or area, including through the <br />alteration of the course of a stream or river or through the addition of impervious surfaces, <br />in a manner which would: <br />i. result in a substantial erosion or siltation on- or off -site; <br />11. substantially increase the rate or amount of surface runoff in a manner which would <br />result in flooding on- or offsite; <br />iii. create or contribute runoff water A-iich would exceed the capacity of existing or <br />planned stormwater drainage systems or provide substantial additional sources of <br />polluted runoff; or <br />iv. impede or redirect flood flows? <br />HE'D-4 In flood hazard, tsurialrd, or selche zones, risk release of pollutants due to project inundation? <br />Ordinance NS-3072 <br />
