GP EIR. No impacts would occur. The Modified Project would not result in any new or more severe significant <br />impacts than those identified in the GP EIR. <br />The Modified Project would not obstruct the City's ability to implement applicable GP policies. <br />4.13 NOISE <br />According to Appendix G of the CEQA Guidelines, a project would normally have a significant effect on the <br />environment if the project would: <br />N01-1 Generation of a substantial temporary or permanent increase in ambient noise levels in the <br />vicinity of the project in excess of standards established in the local general plan or noise <br />ordinance, or applicable standards of other agencies? <br />N01-2 Generation of excessive groundborne vibration or groundborne noise levels? <br />NOI-3 For a project located within the vicinity of a private airstrip or an airport land use plan or, <br />where such a plan has not been adopted, within two miles of a public airport or public use, <br />airport, would the project expose people residing or working in the project area to excessive <br />noise levels? <br />Summary of Impacts in the GP EIR <br />As discussed in detail in Section 5.12, Noise, of the GP EIR, the Approved Project would result in an increase <br />in development intensity to accommodate population and employment growth. Construction activities <br />associated With the Approved Project would temporarily increase the ambient noise levels in the vicinity of <br />individual development projects that could affect sensitive receptors (GP EIR p. 5.12-30). The Approved <br />Project would comply with RR N01-2 and implement GP EIR MM N01-1 and GP policies to minirrdze effects <br />of construction -noise. The GP EIR determined that with the implementation of mitigation, impacts would <br />remain significant and unavoidable. <br />The GP EIR identified that buildout of the Approved Project would result in substantial traffic noise level <br />increases on local roadway and could locate sensitive receptors in areas that exceed established noise standards. <br />The GP EIR determined that there are no feasible mitigation measures available to reduce impacts and impacts <br />would be significant and unavoidable. <br />The Approved Project could place future noise sensitive land uses within areas that exceed the 60 dBA CNEL <br />noise, contour for John Wayne Airport. The GP EIR determined that with implementation of GP Noise <br />Element policies, which would require new development within the airport's noise contours to be mitigated, <br />impacts would be less than significant (GP EIR p. 5.12-47). <br />The GP EIR Mitigation Measures N-1 through N-4 are reproduced below. <br />N-1 Construction contractors shall implement the following measures for construction activities <br />conducted In the City of Santa Ana. Construction plans submitted to the City shall identify <br />Ordinance NS-3072 <br />
