AIR QUALITY STANDARDS <br />Significance Thresholds <br />Appendix G of the State CEQA Guidelines <br />Appendix G of the State CEQA Guidelines states that, where available, the significance criteria established by <br />the applicable air quality management district or air pollution control district may be relied upon to make a <br />significance determination. Pursuant to Appendix G, the project would result in a significant impact related to <br />air quality if it would: <br />■ Conflict with or obstruct the implementation of the applicable air quality plan; <br />■ Result in a cumulatively considerable net increase of any criteria pollutant for which the project region is <br />nonattainment under an applicable federal or state ambient air quality standard; <br />■ Expose sensitive receptors to substantial pollutant concentrations; or <br />■ Result in other emissions (such as those leading to odors) adversely affecting a substantial number of <br />people. <br />The CEQA Guidelines Section 15064.7 provides the significance criteria established by the applicable air <br />quality management district or air pollution control district, when available, may be relied upon to make <br />determinations of significance. The potential air quality impacts of the project are, therefore, evaluated <br />according to thresholds developed by SCAQMD in their CEQA Air Quality Handbook, Air Quality Analysis <br />Guidance Handbook, and subsequent guidance, which are listed below.3 Therefore, the project would result <br />in a potentially significant impact to air quality if it would: <br />AIR-1: Conflict with or obstruct the implementation of the applicable air quality plan; <br />AIR-2: Violate any air quality standard or contribute substantially to an existing or projected air quality <br />violation as a result of: <br />■ Criteria pollutant emissions during construction (direct and indirect) in excess of the SCAQMD's regional <br />significance thresholds, <br />■ Criteria pollutant emissions during operation (direct and indirect) in excess of the SCAQMD's regional <br />significance thresholds. <br />AIR-3: Result in a cumulatively considerable net increase of any criteria pollutant for which the project region <br />is nonattainment under an applicable federal or state ambient air quality standard (including releasing <br />emissions which exceed quantitative thresholds for ozone precursors); <br />AIR-4: Expose sensitive receptors to substantial pollutant concentrations that would: <br />■ Exceed SCAQMD's localized significance thresholds, <br />■ Cause or contribute to the formation of CO hotspots. <br />AIR-5: Create objectionable odors affecting a substantial number of people. <br />The SCAQMD is in the process of developing an Air Quality Analysis Guidance Handbook to replace the <br />CEQA Air Quality Handbook. In the interim, supplemental guidance has been adopted by the SCAQMD. The <br />s While the SCAQMD CEQA Air Quality Handbook contains significance thresholds for lead, Project construction and operation would <br />not include sources of lead emissions and would not exceed the established thresholds for lead. Unleaded fuel and unleaded paints <br />have virtually eliminated lead emissions from residential land use projects such as the Project.
