LONG-TERM OPERATIONAL EMISSIONS <br />The on -going operation of the proposed project would result in a long-term increase in air quality emissions. <br />This increase would be due to emissions from the project -generated vehicle trips and through operational <br />emissions from the on -going use of the proposed project. The following section provides an analysis of <br />potential long-term air quality impacts due to: regional air quality and local air quality impacts with the on- <br />going operations of the proposed project. <br />Ouerations-Related Regional Air Ouality Impacts <br />The potential operations -related air emissions have been analyzed below for the criteria pollutants and <br />cumulative impacts. <br />Operations -Related Criteria Pollutants Analysis <br />The operations -related criteria air quality impacts created by the proposed project have been analyzed <br />through the use of the CalEEMod model. The operating emissions were based on the year 2023, which is the <br />anticipated opening year for the proposed project. The operations daily emissions printouts from the <br />CalEEMod model are provided in Appendix B. The CaIEEMod analyzes operational emissions from area <br />sources, energy usage, and mobile sources, which are discussed below. <br />Mobile Sources <br />Mobile sources include emissions from the additional vehicle miles generated from the proposed project. The <br />vehicle trips associated with the proposed project have been analyzed by inputting the project -generated <br />vehicular trips (trip generation rate) from the Cabrillo at Frist Mixed -Use Residential Trip Generation & Vehicle <br />Miles Traveled Assessment (TIA) prepared by Ganddini Group, Inc. (January, 2022) into the CaIEEMod Model. <br />The Trip Generation Analysis found that the proposed project would create approximately 236 vehicle trips <br />per day with a weekday trip generation rate of 6.74 trips per dwelling unit per day. The Institute of <br />Transportation Engineers (ITE) Trip Generation Manual (11th Edition, 2021) is now available; however, <br />CalEEMod utilizes the 10th Edition of the ITE Trip Generation Manual. Therefore, in order to be consistent <br />with the Trip Generation Analysis, the Saturday trip generation rate was changed to 4.55 trips per dwelling <br />unit per day and the Sunday trip generation rate was changed to 3.86 trips per dwelling unit per day per the <br />1111h Edition of the ITE Trip Generation Manual. The program then applies the emission factors for each trip <br />which is provided by the EMFAC2017 model to determine the vehicular traffic pollutant emissions. <br />Area Sources <br />Per the CAPCOA Appendix A Calculation Details for CaIEEMod, area sources include emissions from <br />consumer products, landscape equipment and architectural coatings. Landscape maintenance includes fuel <br />combustion emissions from equipment such as lawn mowers, rototillers, shredders/grinders, blowers, <br />trimmers, chain saws, and hedge trimmers, as well as air compressors, generators, and pumps. As specifics <br />were not known about the landscaping equipment fleet, CalEEMod defaults were used to estimate emissions <br />from landscaping equipment. No changes were made to the default area source parameters. <br />Energy Usage <br />Energy usage includes emissions from the generation of electricity and natural gas used on -site. No changes <br />were made to the default energy usage parameters. <br />Project Impacts <br />The worst -case summer or winter criteria pollutant emissions created from the proposed project's long-term <br />operations have been calculated and are shown below in Table 9.
