City of Santa Ana Mitigation Monitoring and Reporting Program <br />Mitigation <br />Implementing <br />Measure No. <br />Mitigation Measure <br />Monitoring Party Party Mitigation Timing <br />MM-AQ-3 <br />All applicants proposing development of projects within the MEMU <br />Planning and Project Prior to <br />Overlay Zone and expansion area shall require their contractors, as <br />Building Agency applicant construction <br />a condition of contract, to reduce construction -related fugitive VOC <br />emissions by ensuring that low-VOC coatings that have a VOC <br />content of 10 grams/liter (g/L) or less are used during <br />construction. The project applicant will submit evidence of the use <br />of low-VOC coatings to SCAQMD prior to the start of construction. <br />CULTURAL. <br />MM-OZ 4.4-1 <br />The City of Santa Ana shall require as part of the environmental <br />Planning and Project During <br />review of development projects within the Overlay Zone Expansion <br />Building Agency applicant environmental <br />Area that impacts to potentially significant historical resources be <br />review of future <br />considered. If any existing structures on a proposed development <br />projects <br />site are at or approaching 50 or more years of age at the time of <br />CEQA review, the City shall retain the services of a qualified <br />architectural historian to conduced a field survey of the structure <br />in question and technical study to determine its potential historical <br />potential significance and develop mitigation measures as <br />necessary. <br />MM-OZ 4.4-2 <br />Due to the lack of cultural resource studies for the Overlay Zone <br />Planning and Project During <br />Expansion Area, and in order to avoid damaging any unidentified <br />Building Agency applicant construction <br />cultural resources, a qualified archaeologist would be retained to <br />monitor any significant ground -disturbing activities in <br />undeveloped areas within the Expansion Area, and any deep (10" <br />or deeper) ground -disturbing activities in all areas of the <br />Expansion Area. <br />MM-OZ 4.4-3 <br />In the event that archaeological resources are unearthed during <br />Planning and Project During <br />project subsurface activities, all earth -disturbing work within a <br />Building Agency applicant construction <br />100-meter radius must be temporarily suspended or redirected <br />until an archaeologist has evaluated the nature and significance of <br />the find. After the find has been appropriately mitigated, work in <br />the area may resume. <br />MM-OZ 4.4-5 <br />If human remains are unearthed, State Health and Safety Code <br />Planning and Project During <br />Section 7050.5 requires that no further disturbance shall occur <br />Building applicant construction <br />until the County coroner has made the necessary findings as to <br />Agency/NAHC <br />origin and disposition pursuant to Public Resources Code Section <br />Metro East Mixed -use Overlay District Expansion and Elan Development Projects 8 <br />August 2018 <br />ICF00019.18 <br />Apx-234 <br />
