percent of households have children in Santa Ana, representing an approximate 10 percent <br />decrease. According to the 2017-2021 ACS, approximately 27 percent of Santa Ana households <br />are single parents with children, and 71 percent of those are female headed. Female-headed <br />households with children require special consideration and assistance because of their greater <br />need for affordable housing and accessible day care, health care, and other supportive services. <br />As shown in Figure 15 and Figure 16, there are tracts throughout the City that have a slightly <br />higher number female headed households with children and a small cluster in the south that has <br />over 40 percent of the households being female headed households with children and no spouse <br />present. <br />AB 2011 Sites Inventory <br />In Santa Ana, a majority of the City’s AB 2011 sites are in tracts where 60 to 80 percent of <br />households are married couple households with children (Table 4). The location of the sites and <br />the units are consistent with the makeup of the city as a majority of the tracts in the City have 60 <br />to 80 percent of the households being married couple households with children (Figure 19 and <br />Figure 20). The locations of the sites do not exacerbate existing conditions. These areas are generally outside of the City’s Focus <br />Areas and not targeted for redevelopment under the General Plan. Similar to the Alternative sites, <br />most of the exempt sites are in tracts where 60 to 80 percent of households are married couple <br />households with children. The City’s AB 2011 implementing ordinance exempts these parcels <br />from streamlining provisions, while identifying one or more Alternative sites to ensure no net loss <br />of permitted residential density. <br />Conclusion <br />Both the Alternative and Exempt sites are located in areas where 60 to 80 percent of the <br />population consists of married couple households with children. However, the Alternative sites <br />are predominantly in the central and northern parts of the City, where zoning and land use plans <br />promote multi-family development. The promotion of multi-family development in these areas <br />allows for higher-density housing, making them ideal locations for apartments, townhomes, and <br />condominiums.
