Racially/Ethnically Concentrated Areas of Poverty <br />Racially and ethnically concentrated areas of poverty (R/ECAP) are geographies where a high <br />percentage of the population are people of color who have lower incomes. HUD has identified <br />census tracts with a non-white population of greater than 50 percent and with 40 percent or more <br />of individuals living at or below the poverty line or are three or more times the average poverty <br />rate for the metropolitan/micropolitan area, whichever threshold is lower. <br />Regional Trend <br />Black/African American, American Indian/Alaska Native, persons of a race not listed (“Some other <br />race”), Native Hawaiian/Other Pacific Islanders, Asian Alone and Hispanic/Latino populations all <br />experience poverty at a higher rate than the average countywide (Table 7). The proportion of non- <br />Hispanic White residents under the poverty level is the lowest compared to other racial/ethnic <br />groups in the county. R/ECAPs and areas of high segregation and poverty are <br />seen in Santa Ana, Garden Grove, Anaheim and Costa Mesa. Tracts with larger populations of <br />persons experiencing poverty are also concentrated in these areas (Error! Reference source <br />not found. and Error! Reference source not found.). There are no R/ECAPs near the <br />boundaries of the City. <br />Local Trend <br />12.3 percent of the Santa Ana population is below the poverty level, higher than the rate <br />countywide. Residents belonging to Asian alone experienced poverty at the highest rate. Over 13 <br />percent of the population belonging to a race not listed (“some other race”), 12.9 percent of the <br />Asian population and 12.5 % of the Hispanic or Latino of any race is below the poverty level. <br />ATTACHMENT 3
