Conclusion <br />Both the Alternative and Exempt sites are in areas where there are moderate access to resources. <br />However, with the Alternative sites primarily situated in the central and northern parts of the City, <br />zoning and land use plans encourage multi-family development that could lead to improved <br />conditions for all residents. As a result, these locations are well positioned to attract new <br />investment, especially following the City’s goals and policies set forth in the General Plan. The <br />development of these sites has the potential to improve conditions for both new and existing <br />residents, offering additional services and enhancing the quality of life for the entire community. <br />In the City’s Opportunity Zone Prospectus from 2021 approximately 22% of Santa Ana is <br />designated as an Opportunity Zone, covering over 3,800 acres across 11 census tracts. These <br />zones include key areas such as Downtown Santa Ana, the Civic Center, and the Santa Ana <br />Regional Transportation Center where the Alternative sites have been identified. These <br />opportunity Zones are said to encourage investment in projects that can help improve local <br />infrastructure, housing, and businesses. <br />ATTACHMENT 3
