Traffic Signal Installation at Segerstrom Avenue and Spruce Street <br />January 21, 2025 <br />Page 3 <br />Public Outreach and Contractor Particiaation <br />To provide an opportunity for local vendors to submit bids, the City notified a total of 274 <br />regional vendors via PlanetBids, many of which are Santa Ana based. A total of five <br />bids were received. No bids were received from any Santa Ana contractors. <br />As legally required, a Notice Inviting Bids was advertised in the Orange County Register <br />newspaper on October 30, 2024 and November 6, 2024. The project was also <br />advertised in PlanetBids on October 29, 2024. Bids were received electronically via <br />PlanetBids and opened on November 20, 2024. The apparent <br />lowest bidder, Baker Electric, Inc., was identified to have a non -responsive bid. <br />Select Electric, Inc. submitted the lowest responsive bid in the amount of $994,149 <br />(Exhibit 3). As specified in the bid documents, the lowest bid shall be determined on the <br />basis of the base bid. Based on the bid analysis and a contractor's reference check, <br />staff recommends awarding the construction contract to Select Electric, Inc. in the <br />amount of the base bid totaling $994,149. (Exhibit 4). <br />Select Electric, Inc. has not performed work as a prime contractor in the City of Santa <br />Ana within the last five years. A reference check was made with three other public <br />agencies and good reviews were received regarding the quality of work performed by <br />the contractor on previous projects. <br />Project Delivery <br />To deliver a complete project, in addition to the construction contract, the estimated total <br />project delivery cost includes a budget allocation for construction administration, <br />inspection, and testing. Construction administration and inspection may be performed <br />by either staff or consultants and includes construction management, inspection of the <br />Contractor's work to ensure contract compliance, workmanship and quality, materials <br />testing, and implementation of the labor requirements. <br />
