Docuslgn Envelope ID; DB760936-C7F4-4890-8CAB-8C84743DCC9B <br />' aptemiz <br />Exhibit A- Scope of Work <br />Introduction <br />1309 COFFEEN AVENUE, SUITE 1200 <br />SHERIDAN, WYOMING 82801 <br />WWW.APTEMIZ.COM <br />Aptemiz will partner with the City of Santa Ana to deliver a comprehensive <br />Indirect Cost Allocation Plan (ICAP) and Internal Service Fund Cost <br />Allocation Plans, ensuring compliance with federal and state requirements <br />while optimizing financial resources, Through our proven methodology, <br />innovative SaaS tools, and deep expertise in cost recovery and compliance, <br />Aptemiz will provide defensible, transparent, and actionable financial <br />strategies that empower the City to enhance fiscal sustainability. <br />The ICAP and ISF CAPS for FY24 are already in draft and pending review, <br />edits, and finalization (Phases 2 & 3 below). Aptemiz will complete Phases 2 <br />& 3, moving onto Phase 4 upon execution of the contract. It is of the utmost <br />importance that there is minimal disruption to the progress made thus far <br />for FY24's plans. <br />Below outlines the end -to -end approach to the City's future ICAP and ISF <br />CAPs. <br />Project Objectives <br />The primary objectives of this project are to: <br />1. Develop a compliant Cost Allocation Plan (ICAP) that aligns with City <br />of Santa Ana's organizational structure and federal guidelines (e.g., <br />OMB Circular A-87). <br />2. Calculate and document accurate Internal Service Fund Cost <br />Allocation Plans to maximize the City's reimbursement of costs. <br />3. Ensure defensibility for audits through clear documentation and <br />transparent methodologies. <br />4. Provide training and tools to equip City personnel with knowledge and <br />resources for ongoing cost allocation and compliance management. <br />15 <br />
