Analysis Supporting Categorical Exemption <br /> The Proposed Project would not pose a hazard to the public or the environment from any known <br /> hazardous materials previously documented on the site,as described below, under Hazardous Waste Sites. <br /> No historic resources listed on a national,state,or local register have been recorded onsite, as described <br /> below under Historic Resources. <br /> (b) Cumulative Impacts. All exemptions for these classes are inapplicable when the cumulative impact of <br /> successive projects of the some type in the some place, over time is significant. <br /> The Proposed Project is not a part of and does not require additional or "successive projects of the same <br /> kind in the same place over time." Therefore, no significant cumulative impacts would occur. <br /> (c) Significant Effects.A categorical exemption shall not be used for an activity where there is a reasonable <br /> possibility that the activity will have a significant effect on the environment due to unusual <br /> circumstances. <br /> Unusual circumstances leading to significant impacts are not anticipated on the site as described in <br /> Section 4 of this analysis. Discussions of air quality, greenhouse gas, noise, and traffic impacts are <br /> described below. <br /> (d) Scenic Highways.A categorical exemption shall not be used for a project which may result in damage to <br /> scenic resources, including but not limited to, trees of historic buildings, rock outcroppings, or similar <br /> resources, within a highway officially designated as a state scenic highway. This does not apply to <br /> improvements which are required as mitigation by an adopted negative declaration or certified EIR. <br /> The Project Site is not located within or along a state scenic highway (California Department of <br /> Transportation 2019).Therefore, the Proposed Project would not substantially damage scenic resources <br /> within a state scenic highway. <br /> (e) Hazardous Waste Sites.A categorical exemption shall not be used for a project located on a site which is <br /> included on any list compiled pursuant to section 65962.5 of the Government Code. <br /> Subsection 15300.2(e)of the CEQA Guidelines states that a categorical exemption shall not be used for a <br /> project located on a site that is included on any list compiled pursuant to Section 65962.5 of the California <br /> Government Code.Under Government Code Section 65962.5, both the Department of Toxic Substances <br /> Control (DTSC) and the State Water Resources Control Board (SWRCB) are required to maintain lists of <br /> sites known to have hazardous substances present in the environment.Both agencies maintain up-to-date <br /> lists on their websites. <br /> A search of the DTSC Hazardous Waste and Substance List (Cortese List) and the SWRCB's GeoTracker <br /> online database was conducted for the Project Area. The searches revealed that the Project Site is not <br /> listed by the DTSC or SWRCB as a hazardous substances site on the list of hazardous waste sites compiled <br /> pursuant to Government Code Section 65962.5 (DTSC 2024; SWRCB 2024).
