FIRSTCARBON Proposal <br /> SOLUTIONS <br /> FCS INTERNATIONAL,INC. <br /> Pursuant to CEQA Guidelines Appendix G, FCS will also evaluate the project's design and purpose in the <br /> context of consistency with applicable GHG reduction plans.The GHG Emissions Analysis will also <br /> address the California Supreme Court ruling on the Newhall Ranch project and will utilize current <br /> approved methods for quantifying GHG impacts. Additional measures or design considerations will be <br /> proposed, as necessary,to reduce potential impacts to less-than-significant levels. <br /> Energy Analysis <br /> FCS will provide an analysis of energy impacts consistent with the CEQA Guidelines Appendix F Energy <br /> analysis requirements.The energy analysis will summarize relevant federal,State,and local regulations <br /> and policies that address energy consumption and demand,alternative fuels,and nonrenewable <br /> resources to determine whether the proposed project would conflict with or obstruct any required <br /> policies or mandatory measures related to energy conservation. Using the model inputs and <br /> assumptions associated with the air quality and GHG emissions analyses,FCS will provide energy <br /> consumption estimates associated with the construction and operation of the project.The energy <br /> analysis will consider project design features that may affect the energy efficiency of the proposed <br /> project. <br /> Data Needs and Assumptions <br /> FCS will prepare and submit an RFI for the applicant to provide all necessary construction and <br /> operational parameters required for modeling.This analysis will be completed within 4 weeks of receipt <br /> of the RFI response, necessary traffic data, and the client-approved project description. If changes are <br /> made to the Project Description that would require re-modeling for the above Scope of Work,it would <br /> be accomplished as an additional service not included in this Scope of Work. <br /> Subtask 3.2: Cultural Resources Analysis <br /> FCS will assess the potential for existing and undiscovered cultural resources at the project site,the <br /> results of which will be incorporated directly into the IS/MND.The Cultural Resources section of the <br /> IS/MND will detail the results of the field investigation, record searches,and any additional resources <br /> discovered as a result of the analysis.This section will include recommendations for further study and/or <br /> mitigation within the project site, as needed. Copies of all correspondence and site survey photographs <br /> will be included in the appendices of the document.This task assumes the preparation of a separate, <br /> stand-alone cultural resources report will not be necessary. However,should significant cultural <br /> resources be discovered during the records search or pedestrian survey,the optional Site Recordation <br /> and Stand-Alone Report task line will be utilized as described below. <br /> Record Searches <br /> FCS will conduct a records search at the South-Central Coastal Information Center affiliated with the <br /> California State University, Fullerton.The record search will include a search of previous studies and <br /> identified cultural resources within the project site and a 1/2-mile radius.The National Register of <br /> Historic Places,the California Register of Historical Resources,the California Built Environment Resource <br /> Directory,the California Historical Landmarks listings,the California Points of Historical Interest listings, <br /> the Historic Property Data File, as well as historic maps and photographs will be consulted along with <br /> NORTHAMERICA I EUROPE I AFRICA I AUSTRALIA I ASIA 4 <br /> FIRSTCARBONSOLUTI ONS.COM <br />
