Bristol Street Corridor Specific Plan <br />March 2018 <br /> <br /> Page | 15 <br />Chapter 4 Planning Goals and <br />Objectives <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />4.1 Land Use <br />Goal: <br />Utilize the development of the Bristol Street Corridor as an <br />opportunity to upgrade the development character of the area <br />and to enhance the viability of those commercial enterprises <br />which remain. <br />Rationale: <br />There are a number of existing neighborhood shopping <br />centers and several adjacent blocks of street oriented <br />commercial development along the Bristol Street Corridor <br />which have the potential for continued operation. Many of <br />the existing businesses appear to be marginal in their <br />operation, but provide important services to the local <br />residents and would benefit from improved conditions along <br />the corridor which would make it more attractive. Other uses <br />detract from the character of the corridor and are less <br />dependent on their particular location. Widening of the <br />Corridor has affected many business operations with the <br />Corridor either by removing parking or structures. The Specific <br />Plan represents the opportunity to encourage and enhance <br />continued operation of those businesses which will contribute <br />most to the design and land use character chosen for the <br />corridor. <br />Objectives: <br /> Relocate the mini-mall and strip commercial land uses that <br />are typical for high volume arterials from their mid-block <br />locations to new development on existing shopping center <br />sites or in new commercial buildings near the intersections <br />with major cross streets. <br /> Encourage commercial activity along the corridor as a <br />means of generating revenues for the City through fees <br />and sales tax revenues. <br /> Retain as many existing businesses as possible and <br />encourage their rehabilitation and possible expansion. <br />Businesses which serve and benefit local residents and <br />provide high levels of employment will receive highest <br />priority for retention and rehabilitation. Parcels which are <br />stagnant and underutilized will be re-planned. <br /> Assemble parcels where necessary to provide adequate <br />replacement area for remaining businesses that have lost <br />important space or facilities to the road widening. <br /> Replace residential uses fronting Bristol Street with others <br />compatible to the commercial character of the corridor. <br /> Develop frontage parcels not to be of a type to detract <br />from the overall image and character of Bristol Street. <br />Goal: <br />Protect and enhance adjacent residential areas and <br />community facilities along the Bristol Street Corridor by <br />reducing the potential for adverse impacts related to traffic or <br />other uses within the corridor. <br /> <br /> <br />City Council 17 – 29 3/4/2025
