ENVIRONMENTAL IMPACT REPORTADDENDUM <br />Bristol Street Widening Project Warner Ave to Saint Andrew Place (Phase IV) <br />3.0 ENVIRONMENTAL CONSEQUENCES <br />This section describes the effects of the proposed modifications to the Bristol Street Widening Phase IV project <br />compared to those identified in the previously approved 1990 Final EIS/EIR document, and to existing <br />conditions and any changes in regulatory setting since the previously approved 1990 Final EIS /EIR. <br />Furthermore, this section analyzes the potential environmental impacts associated with the proposed project. The <br />issue areas evaluated in this document include the following, pursuant to Appendix G of the CEQA Guidelines, <br />and have been modified to evaluate the proposed project changes for which a Final EIS/EIR has been previously <br />approved (in 1990) to assist in the determination of the need for a supplemental EIS /EIR or an Addendum. The <br />modified Initial Study checklist is found in Appendix A. <br />Aesthetics <br />Agricultural and Forestry Resources <br />Air Quality <br />Biological Resources <br />Cultural Resources <br />Geology and Soils <br />Greenhouse Gas Emissions <br />Hazards & Hazardous Materials <br />Hydrology/WaterQuality <br />Land Use <br />Mineral Resources <br />Noise <br />Population and Housing <br />Public Services <br />Recreation <br />Transportation /Traffic <br />Utilities /Service Systems <br />Mandatory Findings of Significance <br />A summary of impacts of the previously approved project and the mitigation measures imposed is provided <br />along an analysis of the potential impacts resulting from the proposed project and whether those impacts <br />substantially exceeds those discussed in the previously approved 1990 Final EIS /EIR. <br />3.1 Aesthetics <br />This section corresponds with Section IV, Environmental Consequences and Mitigation Measures, subsections <br />A, Landform Modification, G, Urban Landscaping, J, Light and Glare, and K, Aesthetic Considerations of the <br />previously approved 1990 Final EIS /EIR. <br />a) Have a substantial adverse effect on a scenic vista? <br />The proposed project would not result in any significant modifications or changes from the previously approved <br />1990 Final EIS /EIR. The Bristol Street Widening Phase IV intersections are located within a highly developed <br />urban area of the City. No scenic vistas are located within the project area. No impact to scenic vistas would <br />result from the proposed project. <br />Mitigation Measures <br />No new additional mitigation measures are required. <br />b) Substantially damage scenic resources, including, but not limited to, trees, rock outcroppings, <br />and historic buildings within a state scenic highway? <br />There are no state designated scenic highways within the project area. The project is located within a highly <br />developed and urbanized area of the City. No scenic highways are located within close proximity, nor is the <br />project area visible from any scenic highways.
