ENVIRONMENTAL. IMPACT REPORTADDENDUM <br />Bristol Street Widening Project Warner Ave to Saint Andrew Place (Phase IV) <br />Mitigation Measures <br />No new additional mitigation measures are required. <br />(a) iii Seismic -related ground failure, including liquefaction? <br />The project site is not identified by the 1990 EIS/EIR as having a high liquefaction potential but is near areas <br />classified as high to medium liquefaction potential. In addition, the project would be constructed to achieve the <br />standards outlined in the California Building Code to reduce impacts in this regard. Consequently, the <br />proposed project would not expose people or structures to potential liquefaction impact. The proposed <br />widening would not result in greater impacts than previously analyzed in the 1990 <br />Final EIS/EIR. <br />Mitigation Measures <br />No new additional mitigation measures are required. <br />(a) iv Landslides? <br />The proposed project site is generally flat and does not contain any significant slopes. The proposed Project <br />would not result in greater impacts than previously analyzed in the 1990 Final EIS/EIR. <br />Mitigation Measures <br />No new additional mitigation measures are required. <br />(b) Result in substantial soil erosion or the loss of topsoil? <br />Exposure of barren rock and soil surfaces during construction would result in soil erosion. However, <br />considering the slight gradient, anticipated erosion impact is minimal. Furthermore, the project would be <br />subject to National Pollutant Discharge Elimination System (NPDES) permitting regulation, including the <br />development and implementation of a Stormwater Pollution Prevention Plan (SWPPP) during construction <br />activities. The SWPPP requires construction contractors to implement best management practices (BMPs) to <br />reduce sediment from impacting the stormwater system. The increased erosion impact due to the intersection <br />widening would not be substantially greater than previously analyzed. <br />(c) Be located on a geologic unit or soil that is unstable, or that would become unstable as a result of <br />the project, and potentially result in on- or off -site landslide, lateral spreading, subsidence, <br />liquefaction or collapse? <br />The 1990 EIS/EIR indicated that there are no instances of undisturbed, natural soils. The project site is <br />underlain by well -drained alluvial fan or flood plains and is not included in the areas of high subsidence or <br />high liquefaction hazard (but located south of an area identified as high to medium subsidence for <br />liquefaction). The project area is fully developed with urban uses within the City. The proposed project will be <br />constructed in accordance with the standards of the Uniform Building Code (UBC). The proposed project <br />would not create greater impact than previously analyzed in the 1990 Final EIS/EIR. <br />Mitigation Measures <br />No new additional mitigation measures are required. <br />(d) Be located on expansive soil, as defined in Table 18-1-B of the Uniform Building Code (1994), <br />creating substantial risks to life or property? <br />ANA 305.194 (PS1t 02) GSA (AUGUST 2014) 133867 XU 35 <br />75C-51 <br />
