B. Revisions to Existing Zoning <br />The zoning provisions in the Specific Plan add to or <br />supplement those that already exist in the City's Zoning <br />Ordinance. Existing zoning categories will continue to be used <br />in the planning area (i.e., no new zoning categories will need <br />to be created), however, the redistribution of land uses will <br />require that the majority of the existing parcels be rezoned in <br />order to initiate implementation of the plan and bring the <br />properties into compliance with the General Plan land use <br />designations. Ninety percent of 374 parcels in the planning <br />area will need to be rezoned. In order to facilitate <br />implementation of the plan and avoid confusion to area <br />landowners, it is recommended that all, or at least major <br />portions, of the planning area be rezoned at the time of the <br />Specific Plan's adoption. Existing uses which are made <br />nonconforming by this action could continue until proposed <br />capital improvements actually begin, but the zone change <br />would provide clear direction for landowners and the City <br />regarding the ultimate land use direction for the area. The <br />procedure followed bythe Cityto rezone the planning area will <br />be to create and adopt a single Specific Plan District (SP) <br />designation for the area (except for isolated single family <br />residential lots not fronting on Bristol Street), The City Zoning <br />maps would then be revised to show the area with an SP <br />designation and refer interested parties to the Specific Plan <br />itself for the underlying zoning on any one parcel. <br />C. Assemblage of Parcels <br />A primary factor affecting the implementation of the Specific <br />Plan will be the City's acquisition of the properties necessary <br />to implement the Bristol Street Widening project. The City will <br />be acquiring parcels incrementally as funds become available. <br />Acquisition will be phased to be consistent with the phasing of <br />proposed capital improvements. Ninety percent of the 374 <br />parcels in the planning area will need to be rezoned.
