These estimates <br />may be reduced if the TDM program proves successful. <br /> <br /> (b) Traffic impacts within the City of <br />Santa Aha may be accommodated within an estimated <br />near-term cumulative setting with implementation of <br />select area traffic improvements that have been <br />identified for the "ultimate build-out" condition. <br />These improvements include completion of Columbine <br />Avenue across the entire site frontage with a primary <br />cross-section, completion of master plan improvements <br />along the Project's Main Street frontage, minor <br />modification and restriping on MacArthur Boulevard under <br />Route 55 to maintain a continuous six lane <br />cross-section, and localized lane improvements at six <br />key area intersections. Phase I traffic improvements <br />would ensure LOS D peak hour operating conditions at all <br />locations generally west of Route 55, except the <br />Main/MacArthur intersection. <br /> <br /> (c) Future and near term operating conditions <br />at key intersections along the Red Hill corridor in the <br />City of Irvine would be adverse to varying degrees <br />without the impacts of the Project and with improvements <br />beyond the programs initiated by the City of Irvine. <br /> <br />B. Findings. <br /> <br /> (1) Changes or alterations have been required in, <br />or incorporated into, the Project which avoid or substantialy <br />lessen the significant environmental effect as identified in <br />the EIR. <br /> <br /> (2) Other changes or alterations are within the <br />responsibility and jurisdiction of Caltrans, FHA and the City <br />of Irvine. Such changes have been adopted by such other <br />agencies or can and should be adopted by such other agencies. <br /> <br /> (3) Specific economic, social or other <br />considerations make infeasible mitigation measures not <br />identified in the EIR Or the project alternatives identified <br />in the EIR and set forth in Section 4 below. <br /> <br /> (4), Any remaining unavoidable adverse impacts on <br />the environment are considered acceptable when balanced <br />against the facts set forth in the Statement of Overriding <br />Considerations. <br /> <br />-20- <br /> <br /> <br />
