NO. 87-91 <br /> <br /> (c) The determination of the percentge of <br />completion of the applicable off-site improvements shall <br />be based upon a cost estimate prepared by a licensed <br />civil engineer reasonably satisfactory to the City. <br /> <br />2. Air Quality - Long-Term. <br /> <br /> A. Significant Effect. The main source of emissions <br />generated by the Project will be from motor vehicles. Other <br />emissions will be generated from the combustion of natural gas <br />for space heating and the generation of electricity. Emissions <br />will also be generated by the use of natural gas and oil for the <br />off-site generation of electricity. Development of the Project <br />will result in a local and regional increase in emissions which <br />will not be consistent with the Air Quality Management Program <br />("AQMP"). <br /> <br />B. Findings. <br /> <br /> (i) Changes or alterations have been required in, <br />or incorporated into, the Project which avoid or <br />substantially lessen the significant environmental effect as <br />identified in the EIR. <br /> <br /> (2) Other changes or alterations are within the <br />responsibility and jurisdiction of the South Coast Air <br />Quality Mangement District, the California Air Resources <br />Board, the Southern California Association of Governments and <br />the Environmental Protection Agency. Such changes have been <br />adopted by such other agencies or can and should be adopted <br />by such other agencies. <br /> <br /> (3) Specific economic, social or other <br />considerations make infeasible mitigation measures not <br />identified in the EIR or the project alternatives identified <br />in the EIR and set forth in Section 4 below. <br /> <br /> (4) Any residual, unavoidable significant effects <br />are acceptble when balanced against the facts set forth in <br />the Statement of Overriding Considerations. <br /> <br /> Co <br />mitigation <br />in the EIR: <br /> <br /> Facts in Support of Finding.
