(1) Analysis of the Project by the Planning <br />Department and the City Council; <br /> <br />(2) Responses to the Notice of Preparation; <br /> <br />(3) Responses to the comments on the Draft EIR; and <br /> <br /> (4) Responses from the general public in the <br />Public Participation Program meetings. <br /> <br /> Below is a brief description of the Project alternatives <br />which were rejected in favor of the proposed Project. <br /> <br />B. Description of Project Alternatives. <br /> <br />(1) No Project Alternatives. <br /> <br /> The No Project Alternative would maintain the <br />Property in its current condition and permit the <br />existing farming operations and the Emerson Electric <br />facility to continue. Although the No Project <br />Alternative is environmentally superior to the Project, <br />specific economic, social or other considerations make <br />infeasible the No Project Alternative for the following <br />reasons: <br /> <br /> (a) The No Project Alternative would not <br />utilize the Property for its highest and best use; <br /> <br /> (b) The No Project Alternative would not <br />provide high employment and housing opportunities; <br /> <br /> (c) The No Project Alternative is not <br />consistent with the City's General Plan, Redevelopment <br />Plan and SD No. 43 designating the Property as a mixed- <br />use district center; <br /> <br /> (d) The No Project Alternative would not <br />provide a high degree of local economic benefits <br />associated with the Project; <br /> <br /> (e) The No Projec't Alternative would not <br />provide additional revenues to the City of Santa Ana; '. <br /> <br /> (f) Circulation improvements associated with <br />the Project which would be of area wide benefit would <br />not be implemented; <br /> <br /> (g) By not developing the Project, <br />development demands would still exist which might create <br />future impacts similar to those created by the Project; <br /> <br />-25- <br /> <br /> <br />
