transportation and circulation, air quality, noise, geology and <br />soils, police service, electricity, telephone service, public <br />transit, water consumption, sewer usage, schools, parks and <br />recreation, light and glare, and airport operations. <br /> <br /> Although environmentally superior, specific economic, <br />social, or other considerations make infeasible the Industrial <br />Alternative for the following reasons: <br /> <br /> (a) The Industrial Alternative does not accomplish <br />the goals of creating a mixed-use development; <br /> <br /> (b) The Industrial Alternative does not generate <br />the employment opportunities under the proposed Project; <br /> <br /> (c) The Industrial Alternative is not consistent <br />with the General Plan, Redevelopment Plan or SD No. 43; <br /> <br /> (d) The Industrial Alternative would generate <br />increased conflict with adjacent residential areas from a <br />public safety standpoint; <br /> <br /> (e) The Industrial Alternative would require <br />additional fire protection and emergency medical services; <br /> <br /> (f) The significant effects of the proposed <br />Project are acceptable when balanced against the facts <br />forth in the Statement of Overriding Considerations. <br /> <br />set <br /> <br /> 4. Existing Zoning Alternative. Under the Existing <br />Zoning Alternative, the Property would be developed consistent <br />with the existing zoning designations. Since the Emerson <br />Electric facility is consistent with the present designation, <br />this facility would not be redeveloped under the Existing Zoning <br />Alternative. <br /> <br /> The Existing Zoning Alternative would have less of an <br />adverse effect on the environment than the proposed Project in <br />many areas including th~ following: land use, transportation and <br />circulation, air quality, noise, geology and soils, fire service, <br />police service, natural gas consumption, electricity, telephone <br />service, public transit, water, sewer usage, schools, parks and <br />recreation, airport operations, and contaminated soils and ground <br />water. <br /> <br /> Specific economic, social or other considerations make <br />infeasible the Existing Zoning Alternative identified in the <br />final EIR for the following reasons: <br /> <br /> (a) The Existing Zoning Alternative would generate <br />significantly fewer jobs than the proposed Project; <br /> <br />-27- <br /> <br /> <br />
