Mitigation measures will only improve levels of service from F to E which is still unacceptable. Findina Findina 1: Changes or alterations have been required in, or incorporated into, the project which avoid or substantially lessen the significant environmental effect identified in the Final EIR. Facts in Support of the Findina The following mitigation measures have been incorporated in the proposed Plan to reduce the traffic impacts generated by the Plan. Throughout implementation of the Specific Plan, the City's Public Works Agency shall continue to provide those City-wide circulation improvements that are proposed in the Specific Plan, General Plan, and any other City circulation improvement plans. Throughout implementation of the Specific Plan, the City's Public Works Agency shall continue to monitor those circulation improvements that are proposed in other neighboring jurisdictions which may benefit the Specific Plan and shall provide input at appropriate times to ensure implementation of those improvements. The City shall review all future proposals within the Specific Plan area on a project-by-project basis and shall impose appropriate conditions and mitigation to ensure that any circulation impact would be alleviated to the extent feasible. Even after implementation of these mitigation measures, the peak hour level of service at Fairview at Seventeenth Street cannot be mitigated to a level of insignificance. Sianificant Effect In conjunction with other existing and future development, the Specific Plan would contribute to the total traffic experienced in the city of Santa Ana. 19
