053 <br /> <br />JCG: 3/31/97 <br /> <br />RESOLUTION NO. 97-14 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA SUPPORTING THE CONSOLIDATION OF <br />THE COUNTY SANITATION DISTRICTS OF ORANGE <br />COUNTY <br /> <br /> WHEREAS, the County Sanitation Districts of Orange County <br />(CSDOC) was formed in 1947 to provide wastewater management <br />services for cities and residents of Orange County; and <br /> <br /> WHEREAS, CSDOC provides sewage collection, treatment and <br />disposal services for approximately 2.24 million residents .living <br />in central and northwest Orange County including the residents of <br />Santa Ana; and <br /> <br /> WHEREAS, CSDOC is currently organized as nine separate <br />districts within the service area and is overseen by nine <br />independent governing Boards and one joint governing board; and <br /> I <br /> WHEREAS, although the districts are governed separately, the <br />management and operation of CSDOC is functionally consolidated <br />under one administration; and <br /> <br /> WHEREAS, since 1995 CSDOC has studied <br />consolidation of CSDOC's nine districts; and <br /> <br />the proposed <br /> <br /> WHEREAS, based upon the results of a consolidation study, <br />CSDOC has concluded that the consolidation will result in direct <br />and equitable governance, increased effective and efficient <br />operations and administration, and increased opportunities for <br />regional benefit; and <br /> <br /> WHEREAS, on February 26, 1997, the CSDOC joint governing board <br />unanimously approved a recommendation to seek consolidation of the <br />nine sanitation districts into one, and to initiate through <br />legislation (AB 769) an amendment to state law enabling the CSDOC <br />to establish a governing board consistent with its consolidation <br />recommendation; and <br /> <br /> WHEREAS, the consolidation would be reviewed and approved by <br />the Local Agency Formation Commission (LAFCO), the agency <br />responsible for the review and adoption of the local agency changes <br />and reorganizations; <br /> <br />NOW, THEREFORE, BE IT RESOLVED, BY THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA: <br /> <br /> <br />
