Foreman to <br /> perform engineering work on <br /> proposed downtown parking <br />district. It was moved by Councilman Brooks, seconded by Councilman B~rk <br />that Council approve a ma~i~l~ expenditure of $3,000 for completion of Phase <br />lA described in the proposed agreement. <br /> <br />Joe GJlmaker stated opposition to the parking meter revenues being used for <br />future expansion of the district. Mrs. Janice Boer, 912 N. Lowell, questioned <br />the amount the City is obligated to pay Special Counsel and cited the power <br />of condemnation under the 19~3 Parking District Act. Eal Winter, Manager of <br />the Downtown Santa Aha Association, and Lorin Griset, 224 W. 5th, spoke on <br />behalf of the Downtown Association and expressed the Parking Committee's <br />desire for the participation of the City in this effort by designation of <br />Parking Meter funds for future expansion of the district. <br /> <br />With Councilm-~ Burk's concurrence, Councilman Brooks amended his motion to <br />ad~l that this action is not stating a policy to approve the entire project. <br />The amended motion that Council approve a maximum expenditure of $3,000 for <br />completion of Phase IA described in the proposed agreement but that this action <br />is not stating a policy to approve the entire project was carried on roll <br />call vote: <br /> <br />AYES, COUNCIIREN: <br />NOES, COUNCILMEN: <br />ABSENT, CUONCIIREN: <br /> <br />B~ooks, Murk, Markel, McMichael, Harvey <br />Gilmore, Nerrin <br />None <br /> <br />Councilmen Gilmore and Rerrin qualified their votes to be not against the <br />proposed district, but against taking action at this time prior to a <br />determination on City participation. <br /> <br />CITY COUNCIL - ~85 - March 21, 1966 <br /> <br /> <br />
