Initial Study/Mitigated Negative Declaration <br /> ER 2002-254 <br /> <br />Proposed Project <br /> <br />The proposed project is a request for approval of a new <br />drive-through fast-food restaurant within an existing <br />commercial center. In conjunction with the request, the <br />applicant is requesting approval of an amendment application <br />to change the.zoning of the property to General Commercial <br />(C2), a conditional use permit to allow drive-through window <br />service, and a variance for the reduction in stacking <br />distance for the drive-through lane. <br /> <br />Setting <br /> <br />The project site is a 2.6-acre, irregular shaped parcel of <br />land located at the southwest corner of Bristol Street and <br />Callens Common, a private drive. The parcel has a General <br />Plan land use designation of District Center (DC) with a <br />corresponding zoning designation of Commercial Residential <br />(CR). The project site is improved within an existing <br />4,288 square foot fast food restaurant with a 488 square <br />foot patio area. Additionally, two buildings constructed <br />in 1978 currently occupy the site: a two-story, 18,000 <br />square foot retail building (3800 South Bristol Street), <br />and a two-story, 8,000 square foot bank building (3820 <br />South Bristol Street). Surrounding land uses include <br />commercial uses to the north, south, east and west <br />(Exhibits 1 and 2). <br /> <br />Project Description <br /> <br />The applicant is requesting approval of an amendment <br />application to change the zoning of the subject parcel from <br />Commercial Residential (CR) to General Commercial (C2) to <br />allow for the construction of a new 3,423 square foot fast <br />food restaurant on the project site. The existing fast food <br />restaurant on the project site would be demolished. In <br />conjunction with the new fast food restaurant, the <br />applicant is requesting a conditional use permit to allow <br />drive-through window service and a 10-foot variance from <br />the required 160-foot stacking lane distance as required by <br />the Santa Ana Municipal Code for adequate drive-through <br />circulation. <br /> <br />Page 93 75.
