SERVICE #6: DEPARTMENT STRATEGIC <br />PLANNING <br />JGA believes in a comprehensive and inclusive approach to the Strategic Planning Process. Our process <br />involves standards and best practices. We aim to develop a plan that is tailored to the unique <br />characteristics, challenges, and needs of the Department. <br />The Strategic Planning Process will involve five steps: <br />1. Project Kickoff <br />2. Current State Assessment/Stakeholder Engagement <br />3. Future State Development/Strategic Planning Retreat <br />4. Three -Year Strategic Plan Development <br />5. Approval & Distribution <br />STEP 1: PROJECT KICKOFF <br />To initiate the Strategic Plan development process, JGA will meet with the City Council and City <br />Manager. JGA will work with the Department to solidify the project committee members, critical <br />strategic planning components, desired outcomes, and associated deadlines. <br />V STEP 2: CURRENT STATE ASSESSMENT/STAKEHOLDER ENGAGEMENT <br />JGA will collaborate with the Department during this phase of the Strategic Planning Process to <br />explore the current context of the organization. The process will incorporate a SWOT assessment <br />(Strengths, Weaknesses, Opportunities, Threats) for an accurate snapshot of current operations. <br />JGA will collect data from a variety of sources including up to 15 one-on-one interviews conducted, <br />in -person and via Zoom, of department personnel and community stakeholders, a community <br />survey, and an anonymous department survey. Key focus areas and objectives will be identified. <br />STEP 3: FUTURE STATE DEVELOPMENT/STRATEGIC PLANNING RETREAT <br />JGA will work with the Department to develop a customized two-day Strategic Planning Retreat, <br />where key leadership will come together to assess the Department's current and future state, align <br />around a high-level Strategic Plan, and identify key initiatives that will support the Department's <br />strategic goals. The final agenda for JGA's custom Strategic Planning Retreat is designed around the <br />Department's needs. <br />The facilitation will begin with building organizational and strategic alignment to ensure the <br />development of a culture of collaboration, integrity, excellence, and respect that meets or exceeds <br />the expectations of all team members. JGA will then work with the Department to develop the <br />fundamental elements that define the Strategic Plan, which may include: Vision, Mission, Values, <br />Priorities, etc. Finally, JGA will facilitate discussions to select and prioritize projects and programs <br />in support of the Strategic Plan.
