<br />EXHIBIT A <br /> <br />GENERAL PROGRAM REQUIREMENTS <br /> <br />Contractor: <br /> <br />City of Santa Ana <br /> <br />("Contractor" is hereinafter referred to as "Operator") <br /> <br />1. Project Summary <br /> <br />A. These General Program Requirements have been designed to provide the <br />framework wherein the One-Stop Operator will provide or will coordinate the <br />provision of the Orange County National Emergency Grant (NEG) Technology <br />and Transportation Project for the Orange County One-Stop System, <br /> <br />B. Operator agrees to comply, remain informed, and deliver services consistent <br />with the provisions of WIA, Orange County Workforce Investment Board <br />(OCWIB) Policy, Orange County Workforce Investment Area's Strategic Five- <br />Year Plan, the California Education Code, the Rehabilitation Act, negotiated <br />Memoranda of Understanding, Title V of the Older Americans Act, federal and <br />state governance documents and/or any other appropriate statutes or <br />requirements, related to the services provided in this Agreement. <br /> <br />C. Where local policy has not been set, Operator agrees to adhere to state or <br />federal policy as appropriate. <br /> <br />D, Governance References <br /> <br />1. Workforce Investment Act <br />a. Workforce Investment Act of 1998 <br />b. Department of Labor, Employment and Training Administration, 20 CFR <br />Part 652 et al. - Workforce Investment Act; Final Rules, The Regulations <br />define the One-Stop Delivery System as: <br /> <br />A system under which entities responsible for administering <br />separate workforce investment, education, and other human <br />resource program and funding streams (referred to as One-Stop <br />operators) collaborate to create a seamless system of service <br />delivery that will enhance access to the programs' services and <br />improve long-term employment outcomes for individuals receiving <br />assistance. <br /> <br />(20 CFR, PART 652, 3662.100) <br /> <br />c. Information Bulletins, Directives and any other federal and state <br />guidance documents pertaining to WIA. <br />d. Actions, directives, and policy and procedures issued by the Orange <br />County Workforce Investment Board or staff relevant to this NEG <br />
