WITH SAME MEMBERS PRESENT <br /> <br />WORK STUDY SESSIONS <br /> <br />WS.A. <br /> <br />GRAND AVENUE WIDENING PROJECT - Jim Ross, Executive Director, <br />Public Works Agency presented an update on the Grand Avenue widening <br />project. Highlights of this presentation are as follows: <br /> <br />· City of Santa Ana was the lead agency for the Grand Avenue widening <br /> Environmental Impact Report <br />· The project proposes to widen Grand Avenue between 17th Street and <br /> 1st Street to major arterial standards <br />· The project has the following primary objectives: <br /> Improve Grand to the City's General Plan circulation Element <br /> and the Orange County Master Plan of Arterial Highways <br /> designations for a major arterial <br /> Improve flow of traffic consistent with forecasted traffic Volumes <br /> Provide bike lanes consistent with the City's Bikeways Strategic <br /> Plan and the Orange County Master Plan of Bikeways <br /> Provide a roadway segment compatible with the roadway <br /> segments on Grand north and south of the project <br />· One alternative plan included the widening of Grand Avenue from four <br /> lanes to six lanes in a 100-foot wide cross section, with a landscaped <br /> median; intermittent widening on both the east and west sides of the <br /> street; does not include a bike lane and has an estimated cost of $29 <br /> million <br /> <br />CITY COUNCIL MINUTES 78 FEBRUARY 18, 2003 <br /> <br /> <br />
