<br />. <br /> <br />. to ensure "long term viability" of the area so downtown will not "under <br />perform" as the urban core (what does this mean? in what way will this office <br />space make downtown "viable" or better performing?) <br />. to attract high profile tenants and tenants needing to be close to government <br />offices (in what way will this benefit the City? where is the financial <br />analysis?) <br />. to attract tenants who wíll support "cultural and business activities" (what are <br />these activities and in what way will they benefit the citizens?) <br />provide a "world class restaurant" (I won't even honor this one with a comment) <br />"preserve" the Broadway area with new palm trees and fountains (this is insulting, <br />considering the loss of at least 3 historic buildings, and future loss of trees and set- <br />backs due to street widening, and has no measurable value) <br />"substantially increase" employment opportunities (again where is the proof? won't <br />tenants bring their existing work forces? what about off-shoring trends? How many <br />construction jobs and for how long?) <br />provide parking for the public (how much and at what cost?) <br />acting as a "catalyst for future improvements" (this point also is heavy on buzz words <br />like "revitalization", "redevelopment", "vibrant center of OC life"; how wíll this <br />work? where are studies of similar projects in similar cities? does this mean more <br />office towers in the area, and the loss of more historic properties?) <br />provide "substantial positive fiscal impact" (where are the facts and figures? the <br />fiscal analysis I have seen is lacking in substance and detail) <br />bolster economic health by aiding in re-establishment of businesses in the area and <br />attracting private investment (again, studies? analysis? how will this happen?) <br />guide development toward preserving aesthetics and "cultural qualities" of the City to <br />make it a source of pride (not sure what this consists of and how pride wíll be <br />measured) <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />. <br /> <br />Why, for this particular project, has the well thought out Mid-Town Specific Plan been <br />gutted? This plan was formulated by residents and City staff in 1996, and presents a true <br />vision of the Mid-Town area-not the fantasy world where this huge monument wíll cure <br />all of Santa Ana's ílls. Nothing I have heard or read from the developer or the City has <br />shown that the minuses of this project are heavily outweighed by the plusses. In fact, it is <br />impossible to pin down any real information on the supposed plusses. <br /> <br />Please look carefully at the facts and think what Mid-Town Santa Ana wíll be like "post- <br />OBP", when the wishful thinking of this project's supporters turns out to be baseless. <br />This is too big a gamble. Please do not allow this project to move ahead.
