<br />Excavated soil <br />may be used as <br />fill and <br />backfill <br />provided that it <br />is clean and <br />free of debris. <br />All areas where <br />certified <br />compacted fill <br />is to be placed <br />shall first be <br />cleaned of <br />structures, <br />concrete, <br />asphalt <br />concrete, <br />vegetation and <br />debris <br />materials. The <br />excavated <br />bottoms of all <br />fill soil <br />excavations <br />shall be <br />observed and <br />approved by the <br />Soil Engineer <br />and the City <br />Building <br />Inspector before <br />backfill with <br />certified <br />compacted fill <br />begins. The <br />soils to be used <br />for compaction <br />should be mixed <br />and watered to <br />obtain uniform <br />optimum moisture <br />content.
