PROPOSED NEW BUS ROUTES - (Continued) <br /> <br />Mr. Paul Riordan, Director of Career Development Education, Santa Ana High <br />School District, stated that for many years they have been trying to expand their <br />program, but reached the level where they could not because of lack of transportation; <br />that 248 students would like to come into the program but cannot because of lack <br />of transportation. <br /> <br />Mr. Louis Caudillo, Community Coordinator for Santa Ana College, stated that <br />the routes will benefit the 10,000 students who attend Santa Aha College~ many of <br />whom have transportation p~,~blems. <br /> <br />There were no further proponents or opponents who wished to be heard in the matter, <br />and the Mayor closed the public hearing, and called for Council discussion. <br /> <br />Councilman Herrin stated that it is obvious that everybody wants the bus route to go <br />by his house, place of business, or school; and that this is the weakness of attempting <br />to supply a service at public expense. <br /> <br />Councilman Markel stated that it is obvious that no matter what routes are decided upon, <br />they don't mean anything; that the City is going to lose money on it. <br /> <br />In response to Councilman Evans' question, the Assistant City Manager stated that <br />the proposed routes are the result of the level of service which the Council set, which <br />was level 2 in the consultant's report, and provided for the number of buses, the <br />frequency, and route mileage; that it has always been known that this bus project will <br />not make money and will have to be subsidized; that it is primarily to serve the needs <br />of those in the City who really need bus transportation, such as the elderly, young, <br />and handicapped. He stated the consultant for the City was in the audience and was <br />prepared to make a presentation to the Council showing major services, shopping <br />centers, governn~ental agencies, hospitals, etc., that would be reached by the <br />proposed new bus routes. The Mayor stated that the Rapid Transit buses from the <br />City of Los Angeles serve some of these areas, and since the Santa Ana system is <br />limited in the number of routes, they have tried to eliminate duplications of RTD <br />routes. <br /> <br />Councilman Patterson's motion, seconded by Councilman Villa, to adopt the proposed <br />bus routes as submitted for inclusion in the proposed application for federal grant, <br />carried on the following roll call vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Patterson, Villa, Griset, Yamamoto <br />Evans, Herrin, Markel <br />None <br /> <br />Councilman Yamamoto moved that if changes in the routes are made after operations <br />begin, the first change to be considered would be to provide service west of Harbor <br />Boulevard.
