PROPOSED BUS PROJECT - (Continued) <br /> <br />Councilman Markel stated that he had checked into the bus operation, and that <br />on August 31st, the last day the Santa Ana Transit Corporation operated the <br />system, there were 573 fares~ that this probably represents approximately 400 <br />people, or less than 1/4 of 1% of the population of the City of Santa Ana. He stated <br />that on that day there were 39 half fares, school students between the ages of 5 <br />and 12, and there were 41 transfers, and that the total receipts for that day were <br />$208. 52. He further stated that on January 13, 1972, 649 people paid 25 cents to <br />ride the bus; that there were 18 half fares for persons between the ages of 5 and <br />12; and 25 school fares; that the buses were operating that day with five buses <br />against three on August 31st; and that there was a gross return to the bus system, or <br />the City of Santa Ana, of $171.24. Councilman Villa asked what the cost of operation <br />was, and Councilman Markel stated he did not know, but was satisfied it was three <br />times that amount. He stated he believed the City should help the people who can't <br />afford buses, such as crippled persons, elderly, etc. , but that the City should not <br />run buses all over the City of Santa Aha at the taxpayers expense; that they know <br />before they start they are going to lose money. <br /> <br />Councilman Villa asked, pursuing that rationale, how many people use the library, <br />the museum, the parks, stating that there are many things that some of the citizens <br />are not using but are paying for. <br /> <br />Councilman Villa's motion, seconded by Councilman Patterson, to approve the <br />proposed Final Application for a Mass Transportation Capital Improvement Grant <br />under the Urban Mass Transportation Act of 1964, and authorize the City Manager <br />to execute all necessary documents; and to approve the extension of the agreement with <br />the American Transit Corporalion to continue existing bus service and authorize the <br />Mayor and Clerk to execute all necessary documents, carried on the following roll <br />call vote: <br /> <br />AYES: <br />NOES: <br />ABSENT: <br /> <br />Villa, Patterson, Griset, Yamamoto <br />Evans, Markel <br />Herrin <br /> <br />COMMITTEE / COMMISSION Councilman Markel suggested that <br />PROCEDURES Council procedures should be <br /> extended to other Commissions in <br />the City, stating, in particular, that the Human Relations Commission is asked to <br />excuse some member from attending almost every meeting.
